What kind of shops should I go for a full tune up?

I got a 97 Saturn SC2 with a 5 sp manual. Its showing signs of needing a tune up (rough idle, sour gas milage, spongy and hesistant acceleration). I tried looking up shops online, but google isnt that helpful. I only have a budget of about 120$.
